Families or individuals who are homeless or “at risk of being homeless” can receive crisis intervention services that may include emergency shelter, temporary housing, rapid rehousing rent subsidies, permanent housing, or targeted affordable housing. One does not have to be homeless to receive housing or services from the Continuum of Care Program. An individual or family can be "at risk of being homeless" (defined as the likelihood that an individual's or family's circumstances will cause the individual or family to become homeless without prompt government intervention) to receive assistance. Listed below are several housing programs provided by the Continuum of Care Program.
1. Targeted Affordable Housing (TAH) Program
This program provides a permanent housing subsidy (with case management) to assist individuals and families who are independent but due to a disability, age, or income, a permanent housing subsidy is needed to prevent homelessness. D.C. Department of Human Services (DHS) manages this program via the Continuum of Care Program.

2. Rapid Rehousing for Individuals (RRH-I) and Family Re-Housing Stabilization Programs
The Rapid Rehousing for Individuals (RRH-I) provides up to 12 months in rent subsidies for individuals experiencing homelessness. Compared to the Family Re-Housing Stabilization Program, which provides up to 18 months of rent subsidies for families experiencing homelessness. DHS manages the program via the Continuum of Care Program. Support services are provided with both programs, based on need.

3. Virginia Williams Family Resource Center (VMFRC) –
It is the central intake office for the above-cited programs and other Continuum of Care housing programs for individuals and families who are homeless or “at risk of being homeless.” VWFRC also manages the Shelter Hotline at (202) 399-7093, which opens daily from 8am - noon. During hypothermia season (November 1 - April 15), the shelter hotline is available 24 hours a day.
