The purpose of this policy is to establish Employment First as a priority and guiding philosophy for people with disabilities who receive services from the Department on Disability Services ("DDS" or "Agency"), consistent with Mayor Vincent C. Gray's October 18, 2012, proclamation of the District of Columbia as an Employment First State.
