On September 29, 2025, the Director of District of Columbia Department on Disability Services (DDS) approved a new Remote Supports Policy, 2025-DDS-POL01, and Remote Supports Procedure, 2025-DDS-PRO-01. The Policy and Procedure took effect on October 1, 2025 for IFS waiver participants and will take effect on January 1, 2026 for IDD waiver participants. As part of the implementation, of the policy and procedure, DDS is issuing the attached DDS Tech First Toolkit (“the Toolkit”). The Toolkit is a guide developed to help teams and providers explore, plan, and integrate technology supports that promote independence, privacy, and person-centered outcomes. It consolidates key processes, best practices, and educational resources to ensure technology is used thoughtfully and effectively in the daily lives of people supported.
