Statewide Independent Living Council

The purpose of the District of Columbia Statewide Independent Living Council (SILC) is to promote independent living services for DC residents with disabilities.   Members are appointed by the Mayor, and include advocates, individuals with disabilities, and other stakeholders in IL services. 

The goals for the DC SILC this year are to collaborate with DCRSA and the DC Centers for Independent Living in the areas of outreach (expanding IL services District-wide); education (ensuring District residents with disabilities are aware of the IL services available to them); advocacy; and organizational development (i.e., to ensure that the DC CIL, DCRSA, and the SILC work collaboratively to create an effective and efficient IL service delivery system.

The D.C. Statewide Independent Living Council (SILC) will hold public meetings regarding the operation of the D.C. independent living programs, as mandated by Title VII of the Rehabilitation Act of 1973, as amended. In Fiscal Year 2025, the SILC will conduct these public meetings in person (in the first floor conference rooms at the Department on Disability Services (DDS)) and virtually (using the Zoom application) from 12 noon to 2:00 pm on the following dates:

Thursday, September 18, 2025

SILC general meetings are open to the public. Individuals who wish to participate or require reasonable accommodations for attendance should contact Charlisa Payne by telephone at (202) 442-8411 or by email at [email protected] at least seven (7) business days prior to the public meeting. The SILC will publish the agenda and the Zoom meeting link for each meeting ten (10) calendar days in advance in the D.C. Register and on the DDS website and will post the agenda and link in DDS’s first floor lobby at 250 E Street, SW, Washington, DC 20024.
