The purpose of Quality Service Division is to assure that internal and external Developmental Disability Administration (DDA) functions result in sound practices that are ethical, appropriate, and efficient.  The functions of the whole service system must support the mission and purpose of the DDA and components of all federal and District mandates and regulations.  Further, and most importantly, Quality Services must assure that those same functions promote positive outcomes for people with intellectual and developmental disabilities.  Quality Services accomplishes these functions through the following program areas.
Basic Assurance Section
Shannon Randall, Acting Program Manager

This Section is charged with establishing and evaluating performance against standards for minimal operating expectations for DDA and its providers that reflect sound practices and show accountability for performance.  The Basic Assurance Unit fulfills these functions through:
  • Basic Assurance Standards Authorization
  • Review of all serious and reportable incidents
  • Waiver service reviews
 
Quality Enhancement Section
Supervisory Quality Analyst – VACANT
 
This Section establishing procedures by which the DDA analyzes, reviews, tracks, and identifies trends in DDA data; engages in continuous quality improvement; provides technical assistance in assuring the health, safety, and protection from harm for all people; and, promotes best practices and positive outcomes for all people with intellectual and developmental disabilities.  The Quality Enhancement Section fulfills these functions through:
  • Data integration and management
  • Quality improvement assessment, intervention, and follow-up
  • Quality Improvement Committee that maximizes stakeholder involvement through data analysis and the development of systemic change recommendations
