How to Become a DDA Provider 


A “provider” of services to persons with intellectual and developmental disabilities under the DDA Home and Community-Based waiver program must be enrolled as a Qualified Provider. The Department on Disability Services Developmental Disabilities Administration (DDA) qualifies providers for the DDA Home and Community-Based waiver program. Interested organizations and licensed clinicians should refer to the waiver service descriptions and rules for detailed requirements and rates associated with each service under the DDA waiver by following the links below.

Applications are reviewed on an individual basis, and must include documentation that the applicant meets all qualifications and standards to become certified. In addition, applicants seeking to provide day/vocational and residential supports must also successfully complete the Provider Readiness Review process. If approved by the DDA, the application is forwarded to the Department of Health Care Finance for final approval and processing. All individuals and agencies are prohibited from providing any service under the DDA HCBS waiver program until the DHCF Medicaid enrollment and welcome letter is obtained from the District of Columbia Department of Disability Services.

To open an ICF/IDD home under the Medicaid State Plan, interested providers must contact the DDA to obtain a letter of support prior to obtaining authorization from DHCF and seeking a license and certification from the Department of Health, Health Regulatory and Licensing Administration. Opening a home of any size for the purpose of providing residential services for adults with intellectual and developmental disabilities is expressly prohibited without prior approval from DDA.
